The ACAP has recently sent a letter to the regional council of the unrecognized villages in the Negev and to the local councils of Abu Basma and Allakya informing them of the plans presented to the planning committee, that was made by the ministry of defense. The plan is for a new military base for the intelligence unit in the army , and it will be built on the lands of the unrecognized village of Amakymen.
 
The new base is part of a bigger plan that is designed to transfer several army bases from the center of the country to the south and its estimated cost is around 27 Billion Shekels: which includes, besides the transfer intelligence base that is estimated at 15 Billion Shekels, establishing a technological campus for the army at estimated cost of 8 Billion Shekels and building a new training compound for the army that costs 2.5 Billion Shekels, and finally a transfer of an air force base from the center of the country to the Negev at an estimated cost of 1.6 Billion Shekels.
 
As stated by the minister of defense Ihud Barak in the weekly government session on Sunday 2.8.2009 in Ber Shiva, and by other sources in the ministry of defense, the purpose of this plan is to encourage families to live far away from the center of the country , especially in the Negev and the north which coincides with the government plan to populate these areas with Jews.
 
The ACAP stated that this plan will cost the village 3,000 Acres of land and the people of the village will face the threat of eviction because they are considered trespassers and acquired these lands (which they possess before the establishment of the state of Israel) illegally.
 
It should be noted that the intended base will border the jurisdictional areas of both Abu Basma and Allakya towns. This will prevent any future development for both towns. And also endangering the people of these towns as a result of the military exercise that will take place on the base.
